Program description
The object of support is audiovisual film and media creation in all phases of creation and exploitation, including film release. Funding is also provided for innovative audiovisual content and other measures to strengthen the media industry. The Medienboard supports projects in the following categories:
- Promotion of material and project development,
- promotion of the production of films,
- promotion of the production of up-and-coming films,
- Support for the production of television, VOD films and serial formats.

Medienboard Berlin-Brandenburg GmbH has been commissioned by the states of Berlin and Brandenburg to promote the development of the audiovisual sector in the joint media region, thereby strengthening it in Germany and Europe. The goals of the funding are to support the qualitative and quantitative further development of Berlin-Brandenburg's media culture and economy, to facilitate a diverse and qualitatively distinguished film, television and media production in Berlin-Brandenburg,to promote young talent, to strengthen the economic performance of media companies, especially independent production companies and technical service providers with the necessary infrastructure in the region, and to present the region at home and abroad.
To support innovation in the audiovisual creative industry, the MBB offers its own event formats. It also supports events with a focus on the future of audiovisual media.

Funding criteria
In addition to the funding guidelines, the Medienboard's information sheets, which can be found at www.medienboard.de and which provide detailed information on the general and specific requirements of the funding procedure and the individual funding categories, are decisive for funding.
Medienboard funding may be cumulated with funding from other funding institutions in accordance with Art. 8 GBER. Insofar as German or European law sets maximum limits for the cumulation of state funding, these also apply to funding under these funding guidelines.
Funding is to be granted to companies that have a place of business, a branch office or at least an operating facility in Berlin-Brandenburg at the time the funding is paid. Notwithstanding this, a project may also be funded if the funding is in the special media cultural or media economic interest of Berlin-Brandenburg.
Work on the projects must not have begun at the time of application. After the application has been submitted, approval for the early start of the project may be granted upon special application by the applicant. The granting of an exception to the prohibition on the early start of a project does not constitute an entitlement to funding. The risk that the application for funding will not be granted in whole or in part lies with the applicant.
Project costs are to be calculated in line with normal industry practice and in accordance with the principle of economical business management. A prerequisite for the funding of a project is that the applicant contributes to the financing of the project with his/her own share. The grant is a conditionally repayable loan.
A prerequisite for funding is that the regional effect is taken into account. The regional effect corresponds to the amount of the approved production costs spent in Berlin and Brandenburg. If the regional effect stated in the funding application is reduced, this requires Medienboard's approval, but at least the funding granted should be spent in the region. The regional effect may be waived in whole or in part by Medienboard if the region has a particular interest in the project. Notwithstanding this, at least 20% of the production costs may be spent in another country of the European Community.

Application procedure/documents
An application interview is required in advance; the relevant deadlines must also be observed. Application forms will only be handed out after consultation with the funding officer. The written application must be submitted by the deadline using the corresponding application forms (online). Applications must be submitted digitally via the online application portal. The documents required for the application must be named or identified in the portal and uploaded. Incomplete applications are deemed not to have been submitted if the applicant does not complete them in time despite being requested to do so and given a deadline.
Jury/Decision-making body
After reviewing the application documents, the Medienboard usually decides on the awarding of the funding on fixed dates.
In the event of a positive decision, a written funding commitment is issued by
Medienboard. The commitment expires if proof of the project's overall financing is not provided within a maximum of six months of its issue. The deadline can be extended upon request.
